Notification of construction work (Annexure 2)
Before certain construction work begins in South Africa, the principal contractor must notify the Provincial Director of the Department of Employment and Labour. This notice is submitted in terms of Construction Regulation 4 of the Construction Regulations 2014, using the form known as Annexure 2.

When must you notify?
A notification is required before work starts when the construction work meets any of the Regulation 4 triggers, including:
- Construction work that will last longer than 30 days, or involve more than 300 person-days of labour
- A works contract exceeding R13 million, or CIDB contractor grade 6 and higher
- Excavation deeper than 1 metre
- Work at height where a person could fall (roof work, structures, scaffolding)
- The use of explosives to perform construction work
- The dismantling or demolition of a structure
Thresholds and triggers are set out in the Construction Regulations 2014 and may be amended — always confirm against the current regulations for your project.
What the form asks for
- Name, address and contact details of the principal contractor
- Name and contact details of the client and the appointed agent
- The site / location and a description of the construction work
- The principal contractor's registration number with the compensation fund (COIDA)
- Intended start date and expected duration of the works
- Anticipated maximum number of workers on site
- The name of the person responsible for health and safety on site
How to submit it
1Confirm a notification is required
Check the work against the thresholds in Construction Regulation 4 — duration, person-days, contract value or the specific high-risk activities. If any apply, the principal contractor must notify before work starts.
2Complete Annexure 2
Fill in the Notification of Construction Work form (Annexure 2 of the Construction Regulations 2014) with the contractor, client, site and project details.
3Submit to the Provincial Director
Send the completed notification to the Provincial Director of the Department of Employment and Labour for the province in which the work will take place, before construction begins.
4Keep a copy in the safety file
File the submitted notification in the project Health & Safety File — clients and inspectors will expect to see it.
